On Monday, October 8, 2007, Chris Runckel, Chairman of UVCC, spoke on behalf of the Chamber to the Vietnam Ho Chi Minh National Political Academy (NPA) Delegation at Portland State University (PSU) in Portland, Oregon. The National Political Academy is the premier institution in Vietnam to instruct government officials in political, management and other issues. UVCC was invited to speak to the delegation to give the delegation insight on business and economic views in the growing U.S. Vietnam relationship.

Later, Mr. and Mrs. Runckel hosted the delegation at lunch and attended a reception for the delegation that involved members of the business community in Portland, both U.S. and Vietnamese that UVCC helped to invite. The visit of the NPA delegation to Portland which was led by Associate Professor and Vice President of the National Political Academy Dr. Nguyen Dang Thanh was the highest level visit of a Vietnamese group to Portland in recent memory.
